Entrusted by the bidder, Shanghai Shenyi Construction Consulting Co., Ltd. will conduct international competitive bidding for the following products and services. 3. 投标人资格要求
Qualification Requirements For Bidder
投标人应具备的资格或业绩：
具有独立法人资格及相应的经营范围的投标人或制造商（在有效期内并通过年检）；
Bidder or manufacturer with independent legal person qualification and corresponding business scope (within valid period and pass annual inspection）
具有相适应的固定办公场所；
Having a suitable fixed office space;
具有良好的财务状况、依法缴纳税收和社会保障资金的良好记录，需提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件；
It has good financial status, good records of paying taxes and social security funds in accordance with the law, and shall provide the original or copy of the credit certificate issued by the opening bank of the bidder within three months before the bid opening date
经销商投标需提供制造商出具的唯一授权函，格式参照第一册第四章投标文件格式 IV-9-4 （如是制造商需提供制造商申明函）；
The Distributor shall provide the manufacturer's sole power of attorney for bidding, and the format of the power of attorney issued by the manufacturer shall refer to iv-9-4 of Chapter IV bidding document in Volume I (if it is the manufacturer, the manufacturer's declaration shall be provided);
